Resumen traducido: The mobile phones, also called cellular phones, form now, integral part of modern telecommunication. In some places of the world, these phones are the most used or the only one available. In other places, the mobile phones are very used because they permit to the people to get a continuous communication without limit the movement liberty. The use of the mobile phone has increased, of abrupt way in the last years, and with this the uncertainty of knowing if the emitted radiation of this dispositive are harmful and how many are it. Nevertheless according with reports of WHO (World Healthy Organization) it finishes that this radiation are not harmful in level to the people’s health, notwithstanding, the research continues to safe about this conclusions. Generally, mobile phone is the cause of electromagnetic waves, which propagate through the space, this, commonly are divided in ionizing waves (when they transport sufficient energy able to crash joints between molecules ) and no ionizing waves (when energy is not sufficient to crash joints between molecules). For us, it is indispensable to know about the last, because our research is about this topic. Responding to the legitimate interest of population for their healthy, the national authorities of the Latin America Countries have begun to take some initiatives and necessary measures. We have researched and identified that some countries that, in adoption of prevention principles, have decided to develop their own safe norm, in reference to the security standards fixed internationally, with the objective of regulate so much the actual situation as future of mobile phone, the installation of new antennas and the potential enter of new operators in the market.
Resumen : Los teléfonos móviles, también llamados teléfonos celulares, forman ahora, parte integral de la telecomunicación moderna. En algunos lugares del mundo, estos teléfonos son los más confiables o los únicos disponibles. En otros lugares, los teléfonos móviles son muy populares porque permiten a la gente mantener una comunicación continua sin restringir la libertad de movimiento. El uso de la telefonía móvil ha incrementado de manera abrupta en los últimos años, y con esto la incertidumbre de saber si las radiaciones emitidas por estos dispositivos son dañinas y a que escala. No obstante, según reportes emitidos por la Organización Mundial de la Salud (OMS) concluyen que las radiaciones no son perjudiciales en ningún nivel a la salud de las personas; sin embargo, cabe recalcar que las investigaciones se han profundizado aún más para tener certeza de éstas conclusiones. Por lo general, la telefonía móvil es causante de ondas electromagnéticas las cuales se propagan a través del espacio; éstas, comúnmente se dividen en ondas ionizantes (cuando transportan suficiente energía capaz de romper enlaces entre moléculas) y ondas no ionizantes (cuando la energía no es suficiente para romper enlaces entre moléculas). Es indispensable tener conocimiento de éstas últimas, ya que nuestra investigación se basa en este tema. Respondiendo al legítimo interés de las poblaciones por la protección de su salud, las autoridades nacionales de los países de América Latina han empezado a tomar algunas iniciativas y medidas necesarias. Hemos investigado e identificado que una serie de países que, bajo la adopción del principio de prevención, han decido desarrollar su propia norma de seguridad en referencia a los estándares de seguridad fijados internacionalmente, con el objetivo de regularizar tanto la situación actual como futura de la telefonía móvil, la instalación de nuevas antenas y la potencial entrada de nuevos operadores en el mercado.
