Abstract: El presente proyecto enfoca el planteamiento de un estudio y propuesta regulatoria para la utilización de la tecnología de Telecomunicación por las Líneas Eléctricas en el Ecuador, llamada Power Line Telecommunication PLT. La investigación contiene las diferentes tecnologías actuales de telecomunicación que son: alámbricas (XDSL, Fibra Óptica, TV Cable y PLT) e inalámbricas (WiFi, BLUETHOOT, Satelital). Se profundizo en la definición de la tecnología PLT, características, funcionamientos y las diferentes configuraciones de este sistema. Se elaboró una matriz FODA, estableciendo cual va ser el impacto que provocaría la llegada de la tecnología PLT al Ecuador, a partir de lo cual se determinaron las posibles estrategias para preparar un terreno apto, en el cual se pueda implementar esta tecnología en el País. Se realizó un análisis comparativo acerca del interés y expectativa que tiene la tecnología PLT en diferentes países del mundo; en los cuales se ha considerado como premisa, efectuar pruebas pilotos antes de implementar esta tecnología. Otro factor de relevancia, son las interferencias perjudiciales ocasionadas por los ruidos; sin embargo se estudiaron algunos métodos como corrección de errores, modulación y alternativas regulatorias para solucionar este problema. Se estudió las normas existentes a nivel mundial, de las cuales se encontraron, una en Estado Unidos y tres en Europa. Se analizaron los fundamentos de las redes eléctricas hasta los sistemas eléctricos de potencia, luego se incursionó en el marco regulatorio de los sistemas eléctricos y las telecomunicaciones en el Ecuador, donde intervienen los entes reguladores de dichos sectores. Además, se investigó cual es la situación actual, acerca de la implementación de esta tecnología en el País, y de qué forma interactúan las empresas de distribución eléctrica con las privadas de telecomunicaciones. vi En base a estos argumentos, se plantea una propuesta regulatoria que se expone en el capítulo IV de esta Tesis, definiendo los procedimientos para que las entidades pertinentes ejecuten políticas de cumplimiento con la tecnología PLT, que permita una eficiente operabilidad, sin mayores restricciones y sin producir interferencias perjudiciales a los usuarios de otros servicios.
Translated abstract: This project focuses on a regulatory review and proposal for the use of Power Line Telecommunication, PLT, in Ecuador. The investigation includes different telecommunication technologies such as wired (xDSL, fiber optics, cable TV and PLT) and wireless (WiFi, BLUETHOOT, Satellite) communications. A deeper study was made on the definition of PLT technology, features, functions and the different configurations of this system. A SWOT analysis was carried out in order to establish the impact that would result from the advent of PLT technology in Ecuador. This analysis was utilized to find possible strategies to prepare a suitable ground in which to deploy this technology in the country. A comparative analysis was made about the interest and expectation that PLT technology is creating in different countries around the world, in which pilot testing has been considered as a premise before implementing this technology. Another important factor is the interference caused by noise. However, some technical methods, such as error correction and modulation schemes, and regulatory alternatives were studied to address this problem. The existing global standards were taken into account, being found one in the United States and three in Europe. Fundamentals of electrical networks were considered, including High-Voltage Electric Systems. Then, a revision of the regulatory framework for telecommunications and electric systems in Ecuador, as well as the regulatory agencies involved in those sectors, was performed. Furthermore, the current situation regarding the implementation of this technology in the country was investigated in addition to how electric distribution and private telecommunication companies interact. Based on these arguments, a regulatory proposal is outlined in chapter IV of this thesis, defining the procedures to implement the relevant policies for compliance with PLT technology, enabling operational efficiency, with no restrictions and without causing harmful interference to users of other services.
