| Abstract: | La situación estructural e histórica de exclusión de este grupo poblacional empieza a revertirse -aunque de manera lenta y compleja- a partir de la suscripción de la Convención de los Derechos del Niño que obliga a los Estados parte a adoptar medidas de carácter normativo, económico, político, institucional y cultural para efectivizar sus derechos y promover su inclusión social. La Constitución de 1998 recoge este mandato y organiza el Sistema Nacional Descentralizado de Protección Integral a la Niñez y Adolescencia, mismo que es ratificado por la Constitución del 2008 como el responsable de asegurar los derechos de este grupo poblacional; no obstante, dicha norma dispone también que se organice un sistema nacional de inclusión y equidad social para asegurar la protección de toda la población, particularmente de los grupos de atención prioritaria. |
| Translated abstract: | The structural situation and historical exclusion of this population begins to reverse-albeit slowly-complex from the signing of the Convention on the Rights of the Child requires States parties to take legislative action, economic, political, institutional and cultural for realizing their rights and promote social inclusion. The Constitution of 1998 reflects this mandate and organizes the National Decentralized Integral Protection of Children and Adolescents, it is ratified by the Constitution of 2008 as responsible for ensuring the rights of this population, however, this rule also to organize a national social inclusion and equity to ensure the protection of all people, particularly the priority groups. |
