Sistematización de la gestión institucional en el marco de la cooperación interinstitucional del GAD parroquial de Poaló, periodo 2014-2020.

Abstract

This systematization work addresses the work experience of the San José de Poaló Rural Parish GAD belonging to the Latacunga canton, Cotopaxi province during the period 2014-2019, in reference to the execution of public works since it shows a reference management in the public administration. The systematization of this management experience allows to identify the processes, milestones and lessons learned in the Parish GAD that can be replicated in other parish governments, in various areas of the country both administratively and executive, thus showing a possible management synergy. Shared. This shared management of the 3 levels of government (provincial, cantonal and parochial) has been what has characterized the management in the two administrative periods (2014-2018 and 2018-2019) referring to the execution of public works, an essential problem of the parish of Poaló; This Management Model for the execution of works is the one that will be systematized through the analysis of social participation and community leadership, the internal and external management of said GAD, and cooperation in said 3 levels of government, thus obtaining a benchmark of management in the optimization of resources and execution of road works.
