Resumen traducido: The SIGEVA system is a web site focused on identifying a map by zonal administrations of the Metropolitan District of Quito vulnerable to climate change from the water sector. The architecture used for the development and management of geographic information were Open Layer , Open Street Map, and as GeoJSON engine PostgreSQL database with PostGIS . Using the same trend of open source is chosen as the programming language PHP and providing security and robustness to the portal. The development work is divided into four chapters that define the steps from analysis to the production stage of the system. Chapter 1 “Theoretical Framework” , focuses on the problem found , source analysis of different tools . In Chapter 2, “Analysis and Design”, the methodology used prior to the development of the system analytically and functional requirements, project scope and technical details of the system are raised. The design focuses on the shaping of each of the modules, application tier and database. In Chapter 3, “ Building and Testing ” once the tools and methodology used defined we proceeded to develop the system, prior to putting into production agencies, several tests were performed in order to identify certain shortcomings of the system, correct and empower them. “Conclusions and Recommendations”, once finished the tasks proposed in each stage, the drawing of conclusions and recommendations were resulting from the successful completion of the project.
